Meet Donna
My name is Donna Loranger and I am running for a seat in the New Hampshire House to represent all of us in Rockingham District 25, otherwise known as Salem. I have lived in Salem for 28 years, serving four years on the Budget Committee from 2021 through 2025. I was also a member of the Charter Commission to form a new town government which was passed through a Town Warrant Article. I am also currently a member of the Town Ethics Committee, serving a second term.
I am also active with non-profits in town. I am currently a member of the Executive Board of Salem Family Resources, an outstanding organization founded by Cindy Jury that focuses on Pre-K education and offers services to parents and grandparents in need of support whether its training classes, diapers, formula, or a safe place to play and learn. I am amazed what this organization does for young families going through the everyday life challenges.
Next year, the NH State Legislature will face unprecedented challenges as a result of this past Republican led legislative sessions. Over the past few legislative cycles, Republicans have systematically reduced our tax revenue from global entities doing business in New Hampshire just so they can falsely brag that they continue to reduce taxes. Republicans also continue to reduce the Income and Capital Gains taxes for the same brag. Unfortunately, this has caused revenue shortfalls and putting more emphasis on the individual tax payers in the state by increasing your property taxes. We need to claw back those tax breaks. This is what fiscal responsibility means. Do what’s best for all taxpayers, not just the wealthy. Estimates from the NH Fiscal Policy Institute show that NH taxpayers lost $1.2 billion in revenue with these tax cuts. What did we get in return?
Education Freedom Accounts (EFA) are also an additional tax burden to cities and towns. During the first year, the expenditure for EFA was approximately $1.5M. After only five years, that number has risen to over $100M for this coming year. Funding for public schools at the state level has decreased and your school property tax has taken the hit. This EFA funding scheme is not audited and there is no financial accountability. Just a “Trust us.” We are not the only state where this has happened. EFA programs in Oklahoma and Ohio are now running on deficits for their public school programs.
Clean energy choices have also been on the hit list. Fossil fuels are favored with the current NH Legislature which shows you the short sightedness of our Representatives. The Legislature is reducing access to solar or wind power, the NH PUC (Public Utilities Commission) raised the limit to what the large energy companies like Eversource and Liberty can charge to it’s rate payers, the objection to change with the inevitable times is stunning…and deliberate.
In order to approach these challenges and come out stronger, we need honest and fair leaders who believe all voices should be heard. Whether it’s affordable housing, fiscal responsibility, or clean energy, I will be a new voice from Salem. Join me in this fight for the future well-being of NH and its residents.
